About the Role
You will build and lead the federal capture function from pursuit identification through proposal operations. You will develop capture plans, structure deals, manage solicitation and proposal processes, establish performance reporting, and improve systems that support federal GTM execution.
Requirements
- 4+ years of experience in federal business operations, capture management, or revenue strategy at a defense technology, federal SaaS, or government services company
- Federal procurement expertise, including contract vehicles, FAR/DFARS, capture lifecycle, and federal sales cycles
- Analytical ability to build models, conduct analysis, and communicate findings
- Experience building capture programs from scratch
- Based in Washington, DC, or willing to relocate
- Ability to obtain a security clearance
Responsibilities
- Partner with federal sales leadership on quarterly and annual capture planning
- Partner on deal structuring, pricing strategy, and negotiation across contract vehicles
- Track and prioritize contract-vehicle strategy
- Identify and track federal solicitations from RFI through RFP
- Build proposal intake, qualification, bid-or-no-bid, review, and compliance processes
- Manage proposal and capture partners
- Build and maintain proposal collateral and past-performance, capabilities, and pricing libraries
- Define federal GTM metrics and build dashboards
- Own solicitation-response tracking across active pursuits
- Run red-team and after-action-review processes on wins and losses
- Identify operational bottlenecks and build systems, processes, and tooling to remove them
