About the Role

Telcoin Europe seeks a Deputy CEO who will primarily serve as Regional COO, overseeing regulated financial services, cross-functional teams, operational execution, payment infrastructure, and strategic initiatives across multiple European markets.

Requirements

  • At least 3 years of senior management experience in regulated financial services.
  • Extensive traditional payments experience, including relevant payment schemes, institutions, operations, or treasury.
  • Experience with banks, payment processors, payment schemes, and financial infrastructure providers.
  • Strong understanding of European payment regulations, including PSD2.
  • Experience managing cross-functional and international teams.
  • Strong project and programme management capabilities.
  • Excellent stakeholder management and negotiation skills.
  • Ability to work in a fast-growing, technology-driven environment.
  • Resident of Lithuania.
  • Fluent written and spoken English.
  • Preferred experience with embedded finance, BaaS, fintech, or digital asset businesses.
  • Preferred knowledge of MiCA, AML/CTF, and financial crime controls.
  • Preferred experience with regulators or supervisory authorities.
  • Preferred executive experience in a multinational financial institution or fintech.

Responsibilities

  • Lead and coordinate regional operational activities.
  • Execute strategic objectives and oversee day-to-day operations.
  • Develop operational processes, governance frameworks, and internal controls.
  • Support expansion into European markets and manage cross-border projects.
  • Manage relationships with banking partners, payment service providers, schemes, and financial institutions.
  • Oversee payment products and operational processes.
  • Drive efficiency through automation, process improvement, and performance management.
  • Manage external service providers and strategic partners.
  • Support regulatory projects and operational readiness.
  • Monitor operational risks and mitigation measures.
  • Prepare management reports and present performance to senior management and the Board.
