About the Role
You will own Merge's regulatory and licensing operations across jurisdictions. You will manage regulator relationships and filings, drive licensing expansion, negotiate commercial contracts, coordinate with internal teams and external counsel, and build processes for regulatory, legal, and commercial workstreams.
Requirements
- Experience in financial services, payments, or crypto/digital assets regulation
- Direct experience with financial regulators
- Strong operational and project-management skills
- Experience negotiating commercial contracts with financial institutions or enterprise clients
- Experience working across multiple regulatory regimes
- Exposure to cross-border licensing
- Experience taking a company through a new market license from scratch
- Ability to operate independently in a fast-moving startup
- Fluency in French and English
- Qualified lawyer or equivalent
- Experience with stablecoins, digital assets, or payment rails is a plus
Responsibilities
- Serve as day-to-day liaison to regulators for licenses in France and other jurisdictions
- Track and manage regulatory filings, reporting obligations, and supervisory correspondence
- Advise on regulatory implications of new products, corridors, and partnerships
- Drive the multi-jurisdiction licensing roadmap
- Evaluate build-versus-acquire approaches to new licenses
- Build relationships with local counsel, regulators, and licensing partners
- Own regulatory research and go/no-go analysis for new geographies
- Serve as a Director of the licensed EMI entity and discharge applicable duties
- Negotiate and draft agreements with enterprise clients, banks, and infrastructure partners
- Structure deal terms and support commercial negotiations
- Manage outside counsel relationships across jurisdictions
- Build and maintain operational processes, trackers, and calendars
- Coordinate across product, compliance, and business development
- Advise leadership on risk across product, partnerships, and fundraising
- Build legal and regulatory infrastructure
