About the Role

You will provide legal advice to senior agency officials on Department of Energy responsibilities and transactions. You will interpret legislation, agreements, regulations, directives, and other legal documents; develop policies and proposed legal issuances; represent the Department before Congress; oversee attorney personnel matters; and support resource and budget planning.

Requirements

  • Be a U.S. Citizen or National.
  • Maintain active Bar membership in good standing in a U.S. state or territory, the District of Columbia, or Puerto Rico.
  • Complete a one-year SES probationary period unless already completed.
  • Complete required suitability, financial disclosure, drug testing, and security-clearance requirements.
  • Demonstrate experience advising on Management and Operating contracts, FAR and DEAR compliance, performance-based contracting, and Contract Disputes Act matters.
  • Demonstrate experience advising on technology transfer agreements, intellectual property rights, patent licensing, CRADAs, grants, cooperative agreements, and loan guarantees.
  • Demonstrate the Executive Core Qualifications.
  • Hold a professional law degree from an ABA-accredited law school.

Responsibilities

  • Provide legal advice and counsel to the Secretary and senior agency staff.
  • Develop policies and procedures for the Office of the General Counsel.
  • Interpret legislation, agreements, executive orders, directives, regulations, and other legal documents.
  • Work with congressional committees and members of Congress and represent the Department at committee hearings.
  • Represent the General Counsel and Principal Deputy General Counsel when necessary.
  • Draft or direct the drafting of legislation, regulations, executive orders, delegations, and related issuances.
  • Participate in hiring, development, and personnel guidance for attorneys and non-legal staff.
  • Support resource and budget planning for the legal organization.
  • Represent the organization to government officials, Congress, industry leaders, and advisory panels.
