About the Role

You will serve as the appointed MLRO for Hong Kong entities, own the Hong Kong AML/CFT programme, assess suspicious activity, file STRs, manage post-STR actions, set CDD and EDD standards, govern sanctions and transaction monitoring, engage regulators and auditors, oversee investigations, report to senior management, and lead compliance training.

Requirements

  • 10+ years in AML/CFT or financial crime compliance within regulated financial institutions
  • Prior appointment as MLRO, Deputy MLRO, or CO/AMLCO in a Hong Kong-regulated institution preferred
  • Experience filing STRs with the JFIU
  • Experience managing regulator inspections or external AML audits
  • Knowledge of AMLO, DTROP, OSCO, UNATMO, C&ED MSO guidelines, and JFIU reporting practice
  • Expertise in CDD, EDD, sanctions, transaction monitoring, investigations, and SAR/STR decision-making
  • Blockchain analytics and Travel Rule knowledge is an advantage
  • CAMS, ICA, or equivalent qualification preferred
  • Experience engaging regulators, auditors, and senior stakeholders

Responsibilities

  • Act as appointed MLRO for Hong Kong entities
  • Assess suspicious activity escalations and decide whether to file STRs with the JFIU
  • Manage post-STR handling, account restrictions, fund quarantine, and law enforcement liaison
  • Maintain records of STR decisions and follow-up actions
  • Own Hong Kong AML/CFT policies, standards, and procedures
  • Lead institutional ML/TF risk assessments
  • Set CDD, SCDD, and EDD standards
  • Adjudicate high-risk client escalations
  • Govern sanctions screening, transaction monitoring, and ongoing due diligence
  • Act as primary C&ED contact for MSO licence matters
  • Lead external AML audits and remediation
  • Monitor Hong Kong regulatory developments
  • Provide second-line guidance and oversight to Financial Crime Operations
  • Review complex investigations
  • Deliver compliance reporting to senior management
  • Own Hong Kong AML/CFT training
