About the Role
You will lead project-controls staff and execute strategies aligned to project objectives, budgets, and schedules. You will establish cost and schedule baselines, manage risks and changes, prepare earned-value reports, support reviews, analyze funding, train project staff, and advise senior leadership on schedules, budgets, and EVMS processes.
Requirements
- BS or BA in project or construction management, business, engineering, or a related field
- Five years of supervisory personnel experience
- Ten years of project-controls experience for major Department of Energy or Department of Defense projects
- Experience in an EVMS environment compliant with O413.3B and EIA-748
- Knowledge of project-controls practices for scope, time, cost, and change management
- Experience with Oracle Primavera, Deltek Cobra or similar cost processors, change-control applications, and custom report development
- Communication skills for interaction with senior project leadership, Department of Energy personnel, review committees, and laboratory management
- Ability to obtain and maintain a federal PIV card or a favorable Local Site Specific Only risk determination
Responsibilities
- Lead and mentor project-controls staff
- Develop and maintain the work breakdown structure, schedules, and cost estimates
- Identify and manage risks, including quantitative risk analysis
- Manage change-control processes
- Prepare status and earned-value management reports
- Ensure compliance with project-management governance
- Train project staff on project-management processes and systems
- Support project status, stage-gate, and compliance reviews
- Lead funding analysis and develop strategies for funding shortfalls or surpluses
- Develop reports and meeting structures to highlight issues and opportunities
- Advise senior leadership on schedules, budgets, and EVMS processes
