About the Role
You will build and own centralized cost management across the portfolio. You will develop estimates and benchmarks, manage budgets and forecasts through project closeout, review contractor costs, control changes, produce reporting, and coordinate cost information with scheduling and finance.
Requirements
- 10+ years of cost management, quantity surveying, or project controls experience on large capital construction programs
- Hands-on delivery experience through final account and closeout
- Experience building or substantially rebuilding a cost control function
- Experience developing concept and preconstruction estimates
- Experience managing budgets through the full delivery lifecycle
- Experience with change management and commercial negotiation
- Experience on programs exceeding $200 million in total installed cost
- Data center, mission-critical, hyperscale, HPC, heavy industrial, or utility-scale experience preferred
- Expert knowledge of earned value management, cash flow forecasting, and cost-to-complete methodologies
- Knowledge of GMP, lump sum, design-build, and CMAR contract structures
- Power BI, SQL, or equivalent data structuring and analytics capability
- Proficiency with cost management and finance systems
- Understanding of data center design and construction cost drivers
- Financial acumen and executive communication skills
- Bachelor's degree in Quantity Surveying, Construction Management, Engineering, Finance, or a related field
- Professional certifications or memberships related to the role preferred
- Willingness to travel periodically to project sites, vendor facilities, and partner locations
- On-site at least three days per week
Responsibilities
- Establish and own the centralized cost control function
- Maintain the cost plan of record for every project
- Build cost breakdown structures, account codes, and system configurations
- Develop concept, order-of-magnitude, and feasibility estimates
- Model site-specific utility, power, permitting, and constructability costs
- Support site selection, capital planning, and investment approval
- Own project budgets and cost reports through final account and closeout
- Manage commitments, accruals, cash flow forecasts, and cost-to-complete
- Review contractor cost reports, pay applications, schedules of values, and invoices
- Manage contingency and allowance drawdowns
- Author cost management processes, procedures, and templates
- Define contractor and consultant cost reporting requirements
- Build and maintain the historical cost database and benchmark set
- Analyze variances between benchmarks, estimates, tenders, and final outcomes
- Lead change identification, pricing, assessment, negotiation, approval, and incorporation
- Challenge contractor change orders and negotiate commercial settlements
- Produce portfolio cost dashboards, variance analysis, and executive reporting
- Integrate cost and schedule data for earned value and time-phased forecasts
- Partner with Finance on capitalization, funding, capital planning, and month-end close
