About the Role

You will build and lead the tabletop exercise program, setting its research agenda, scenarios, audiences, and methods. You will design exercises as empirical studies, establish comparable measurement practices, and turn results into published findings and senior briefings. You will hire and develop staff and facilitators, create reusable scenarios and facilitator materials, and direct exercise tools including Claude-driven simulations.

Requirements

• Experience designing and running tabletop exercises, wargames, or simulations for senior decision-makers
• Published work on tabletop exercises, wargames, or simulations
• Training in simulation, experimental methods, or structured analysis
• 10+ years of experience in national security, government, technology policy, or strategy
• Strong grasp of AI capabilities and safety research
• Experience managing and developing a team
• Extensive use of Claude and other AI tools

Responsibilities

• Set the program research agenda, scenarios, and audiences
• Design exercises as empirical studies with standardized scenarios and data capture
• Build pre- and post-exercise assessments, decision logs, transcript analysis, and after-action reports
• Publish findings and brief senior internal and external stakeholders
• Hire, manage, and develop a team and facilitator bench
• Maintain and refresh a reusable scenario library
• Build a facilitator kit for standardized exercise delivery
• Create and direct exercise tools including Claude-driven simulations
