About the Role
You will manage all facets of the aviation program, including operating policies, flight operations, safety standards, and contracted helicopter maintenance. You will serve as the senior aviation expert and Chief Instructor Pilot, direct pilot training and proficiency checks, and oversee maintenance contracts for regulatory compliance.
Requirements
- Be a U.S. Citizen or National.
- Be a current Western Area Power Administration employee on a career or career-conditional competitive service appointment.
- Demonstrate at least one year of specialized experience equivalent to GS-13.
- Develop and implement agency-wide aviation policies.
- Provide aviation safety and regulatory-compliance guidance.
- Communicate with maintenance groups, construction organizations, dispatchers, and aviation contractors.
- Comply with DOE Orders, Flight Operations Manuals, and Helicopter External Load Manuals.
- Conduct FAR Part 135 competency and line checks.
- Oversee aircraft maintenance contracts and FAA regulatory compliance.
- Meet time-in-grade requirements.
- Complete suitability and background-investigation requirements.
Responsibilities
- Manage and evaluate aviation flight operations.
- Ensure compliance with Federal Aviation Regulations and internal aviation policies.
- Direct aircraft flight training and manage the Pilot-in-Command training program.
- Administer initial and recurrent pilot proficiency check-rides.
- Oversee centralized aviation maintenance contracts.
- Ensure maintenance facilities and personnel comply with FAA regulations.
