About the Role

You will own compliance for a multilateral trading facility, including policies, procedures, controls, registers, monitoring, and regulatory reporting. You will engage with the MFSA, maintain the venue rulebook, oversee member and instrument admission, monitor trading and transparency requirements, advise on venue changes, and lead the compliance function.

Requirements

  • At least 10 years of regulatory compliance experience in financial services, market infrastructure, fintech, or crypto
  • Senior or head-of-function experience
  • Direct trading venue compliance experience with an MTF, OTF, regulated market, SI, or equivalent execution venue
  • Working knowledge of MiFID II, MiFIR, MAR, and related regulatory technical standards
  • Experience with market abuse surveillance and STOR decision-making
  • Experience owning a compliance framework through regulatory examination
  • Experience engaging supervisors and preparing compliance reports for boards or regulators
  • Familiarity with MFSA Investment Services Rules or another EEA jurisdiction
  • Strong project management skills
  • Strong written and verbal communication skills
  • Eligibility for MFSA approval as compliance function holder
  • Bachelor’s degree or equivalent practical experience
  • Crypto, tokenized instruments, DLT, venue authorization, surveillance platforms, transaction reporting, or compliance certification experience is beneficial

Responsibilities

  • Own the MTF compliance framework and monitoring program
  • Act as the primary compliance contact for the MFSA on venue matters
  • Maintain the venue rulebook and its change governance
  • Oversee member and participant admission and ongoing compliance
  • Assess financial instruments, product classes, and tokenized or DLT-based instruments
  • Oversee orderly trading, systems resilience, algorithm testing, circuit breakers, and market-making requirements
  • Oversee transparency, waivers, transaction reporting, reference data, and related controls
  • Advise on interactions with European derivatives, MiCA, and DLT activities
  • Deliver compliance risk assessments, monitoring plans, and reports to senior management and the Board
  • Build, lead, and develop the MTF compliance team
  • Set compliance training for venue-facing staff, trading operations, and technology
  • Advise product, engineering, trading operations, legal, and market operations
  • Oversee outsourcing, critical third parties, operational resilience, and DORA obligations
  • Represent the organization before regulators, industry bodies, and venue forums
